Does VPC 2007 limit how much physical memory it can utilize?

I have Vista SP1 x64 with 6GB RAM. Currently two guest systems running with
768MB allocated. My task manager shows only 3.5GB of my 6GB utilized. When I
start a third guest system also with 768MB allocated I get a message stating
there is not enough memory available on the host when there is actually 2.5GB
not used on the host.

How can I get VPC to 'see' the other free memory?

This problem existed prior to installing SP1. Nero Ultra 8 is installed but
Nero InCD is not installed. The problem was consistant across two
installations of the OS. The problem is consistant across different physical
RAM (on the same system)
