Virtual PC 2007 - Error trying to install VM Additions in Win95B G

Using Virtual PC 2007, I've installed Win95B as a Guest on a WinXP MCE 2005
system (Dell Pentium D 3.0 GHz, 2GB Ram), and also on a WinXP Pro System (PII
MB with 900MHz Celeron overdrive, 256MB Ram).
When I try to install the VM Additions, I get the following error on both
systems:
The SETUP.EXE file is linked to missing export kernel32.dll:IsDebuggerPresent

The additions install fine in a Win98SE guest., so I'm guessing the export
setup.exe is calling wasn't present in the Win95 kernel32.dll. Can the
Additions be installed without running setup.exe by running one (or all) of
VirtualMachineAdditions.msi, instmsia.exe, or instmsiw.exe?

It seems to work fine without it, so are the Additions really necessary?
