I want to set up a "Test domain" with a 2003 server domain controller and a
XP client machine. Can I do this with Virtual PC 2007 or do I have to use a
server virtual product?

You can do it with either, and for just testing and learning, VPC2007
might be a bit better fit because the UI is easier to deal with.

If you were going to use any server role for production, or if you
were going to have more than one XP client VM, then I'd suggest
Virtual Server.
